Message dated August 3 was received stating the Governor read the                                                               
following resolution and transmitted the engrossed and enrolled copies                                                          
to the Lieutenant Governor's Office for permanent filing:                                                                       
                                                                                                                                
         SENATE RESOLUTION NO. 11 Relating to the                                                                               
         mining and processing of rare earth elements in                                                                        
         Alaska and to the stockpiling of rare earth elements;                                                                  
         and urging the United States Congress to pass H.R.
